(1) “Recommendations from Hong Kong’s Diverse Communities for the Chief Executive’s 2025 Policy Address”
The ethnically diverse communities experience higher unemployment rates, lower incomes, and greater poverty compared to the local population. This disparity is primarily due to limited Chinese language skills and educational opportunities, with systemic barriers in education, employment, and social integration further impeding progress and threatening social mobility and harmony. In response to community concerns and the government's request for input on the Chief Executive’s Policy Address, the Hong Kong Initiative for Diversity conducted an online survey to gather opinions and develop policy recommendations to better support these communities
